The CHGPOPA changes attributes for the POP3 server, NOT the SMTP server.
They are NOT the same, one is used to receive mail, the other is used to
send mail.
In order for outbound SMTP mail to not split, do the following:

CRTDTAARA DTAARA(QUSRSYS/QTMSNOSPLT) TYPE(*CHAR) LEN(1) VALUE(' ')
TEXT('NO SMTP SPLIT') AUT(*ALL)

Yes, emails with large attachments do not arrive.  Local email server is
Exchange and is configured to receive large attachments.  It has
received similarly-sized attachments from other sources

The message split size is configured for *NOMAX.

I didn't mention in my first note, but the system is at V4R5 and is
current with PTF's as of March of this year.

Check the 'message split size' on your POP attributes (CHGPOPA).  Yours
doesn't sound like the problem that this usually causes but it's a
possibility that this could be caused by this parm.  Try it at *NOMAX
and see if it fixes your problem. HTH, Steve
