i shutdown the 10.x.x.x interface (it had no impact on mimix), and dhcp
started doling out addresses.

DHCP has a mind of its own and likes the lowest numbered address.  You
could try setting the 10.x.x.x to not auto-start, then change your QSTRUP
program to start it after TCP & DHCP are up and running.
