Did you have the uppercase alias in your ADDSRVTBLE command? Did you end
and start TCP?

The command is

ADDSRVTBLE SERVICE('as-sts') PORT(3000) PROTOCOL('tcp') TEXT('Service Tools
Server') ALIAS('AS-STS')

Could be that protocol needs the apostrophes, so it ends up lowercase.
Don't know, it's uppercase on my system here but I've not been set up to
use it yet.
