I would further differentiate the topic.

- A PC version of OS/400 for client work.  (I personally think that this
is deader than a doornail for a number of reasons already noted).

- A personal version of OS/400, (as is, without GUI), running on
lightweight, low-cost hardware which could be available for learning the
software and for demos.  (I don't know if this would fly, but it seems
like a viable way to get the software out to college students and other
geeks).
