OTOH, I've seldom needed even to come to restricted state simply to plug or 
unplug cables. I'm not sure I recall ever doing so except back in the early 
couple years (circa '88-'90) when I was nervous about touching internal AS/400 
hardware for any reason -- the time of switching from the applications side to 
the systems side of things. Varying the right things off, etc., was almost 
always sufficient.
