It has been a while since I've written report programs.  If memory serves
me, a skip to a line prior to the current line will normally trigger a new
page.

It seems that a multiple occurring data structure, one that represents a
"virtual" page, may solve the problem.  In other words, build a virtual page
prior to writing to the device.  At some point, dump the virtual page to the
printer.
