They are separately orderable.  They are never supplied with the system
because IBM is required by the US Govt. to keep track of who gets which
level of encryption and there are restrictions on the level you can get
depending on which country you are in.  IIRC France is restricted to AC1
(40-bit encryption) due to French law, financial institutions, US
corporations operating outside the US, and countries deemed really
friendly to the US get AC3 (128-bit), everyone else either gets AC2
(56-bit) or nothing at all (read IRAQ, etc.)  I don't know if the ACx
components are chargeable.

Note that to use SSL for CAE applications you must also order the
corresponding SSL component for CAE (CE1, CE2, CE3).  This component is
installed on the AS/400 and must be installed on the client by using the
AS/400 code.  You cannot install SSL for CAE on the client using a PC CD.
