STRTCPSVR *DLFM starts a process via QSHELL.  That process starts the BCI
jobs.  BCI jobs are spawned (via the spawn() API) and do not use a job
queue.  Spawn is a way of faking thread support.

The QSHELL process also monitors for messages from the BCI jobs and
displays them in the terminal session.  Each of the BCI jobs starts a real
DLFM job in QSERVER.  I suspect they are submitted to the QSYSNOMAX job
queue which is attached to the QSYSWRK subsystem description but I haven't
investigated that fully.

Yes.  It starts successfully even though the QZDFMCHD job is missing.  Note
that I am not actually using DLFM, just starting it, but it starts and
stays running.
