Here is my best guess at a translation:

Recovery: Attempt to start the writer again with the command STRPRTWTR
(Start Print Writer) for the device. If the problem occurs again, report it
with the command ANZPRB (Analyze Problem).

This sounds like PTFs may be missing, and you're right; the message isn't
too helpful.  End the writer, vary the device off, power the printer off,
wait 30 seconds.  Power the printer on, vary the device on, start the writer
and see if it gets better.  This will reset the hardware and the software.
