The 37 comes from the default CCSID of your job and is used because you have 65535 as your system default. That is such a dumb idea because it causes major problems with SQL and remote database access. That's why IBM came up with a default job CCSID. It is set based on the job's language ID and is used when a CCSID is needed and the system knows 65535 is silly. The National Language Support manuals contain more than you'll ever want to know about this stuff. I can't remember if IBM ship QCCSID with 65535 or if that only happens if you slip install a release that already has 65535. Bruce Vining knows about this stuff and may provide more details.
