Unless they're using Code400, which doesn't always get along well with
Norton AV.  Here's an excerpt from the readme:

Norton AntiVirus
If Norton AntiVirus is installed on a Windows 95 or Windows 98 machine and
any parts of WebSphere Development Tools, such as Debugger or Object Level
Trace, do not function, then disable Norton Antivirus and try again.
