The www.ignite400.org site offers a good example of a protection set-up.
One of the directories is designated as a "members only" resource.  The HTTP
Server Webmaster's Guide discusses how to define a protection setting for an
AS/400 directory.  When a user clicks on a link that references a protected
URL, the Web server will automatically prompt for a User ID and Password,
which may be stored in an OS/400 object called an Access Control List.  The
HTTP Server Administration forms can be used to add users to an ACL.
There's also an API available to add users programmatically.
