Oh please, stop blaming the parents!  (metaphor)
Terrorists are led from weak leaders who suffer from impotence!  These
leaders don't give a rip about the betterment of their people.
As much as I don't agree with the Confederates cause in our civil war, I
applaud Robert E. Lee for his peacemaking abilities.  When it was suggested
that the rebellions continue their struggle by nasty little acts, he put a
stop to it, accepted defeat and went on.  And both sides are the better for
it.

Agreed. We probably can't stop it, but we may have a chance to decrease it
(or, on the other hand, increase it). Working to understand its roots in
feelings of frustration, powerlessness, oppression, and marginalization
might be one way to start. Working to remove the conditions that cause
those feelings could go a long way to making the situation better.
Unfortunately, there's an awful lot to be done.
