This is a storage directory, not storage capacity, issue. I've gone over the threshold hundreds of times without receiving this specific message, and once I'm back below the threshold, I do not receive any other messages. This could have happened one time with a job that consumed a large amout of storage, which it release when the job ended. or someone could have changed the threshold value. If you want to investigate I would use the history log to find the first time the message happened and try to figure out what was running around that time or look for the message that the threshold system value was changed.
