There is one more reason for a skew.
You should remember, that when WRKSYSACT (or any other tool to this matter)
collects statistics, system continues to run.
For example, when I am extracting stats for job 123, jobs 10 and 25
continue to use CPU.
So it's shooting a moving target.
On a busy system with lots of active jobs, especially having more than one
CPU, this kind of skew is inevitable.
There is a way to avoid it. If we freeze the system for duration of
collection, we can deliver exact statistics.
But do you really want to pay that price to get an extra percentage point
of precision ? Something makes me doubt.

... but even the WRKSYSACT task/job cpu% numbers do not add up to the
displayed total, pretty close maybe, but not close enough to blame rounding
errors.

Hidden system tasks.  One example, the LDxxxx (load/dump) tasks used by
save/restore.  If you have performance tools, WRKSYSACT will show
everything.

Sometimes when we WrkActJob the CPU utilization in the list
does not come anywhere near what is being reported at the
top of the display. Why is that?
V4R5 with current ptfs.
