There is one more reason for a skew. You should remember, that when WRKSYSACT (or any other tool to this matter) collects statistics, system continues to run. For example, when I am extracting stats for job 123, jobs 10 and 25 continue to use CPU. So it's shooting a moving target. On a busy system with lots of active jobs, especially having more than one CPU, this kind of skew is inevitable. There is a way to avoid it. If we freeze the system for duration of collection, we can deliver exact statistics. But do you really want to pay that price to get an extra percentage point of precision ? Something makes me doubt.
