Retrieving Format Level ID's

I have am developing application that needs to be able to retrieve the
Format Level ID for any externally described file that can be defined to an
RPG/400 program.  Using DSPFD to an outfile is a last resort, and a very
undesirable solution.  I see that the API's for retrieving database and
display file descriptions meet the need for PF, LF and DSPF, but what of
PRTF and ICF ?  Is there an API or other mechanism to retrieve the Format
Level ID for these short of my method of last resort ?  Thanks  - Dave K.
