Given the difficulties that this (and other) scenarious present, might it be worth pursuing a non-technical solution? I worked for a company that faced the same problem -- individual users using multiple copies of software with user-based licensing, and they negotiated a deal with the vendor -- they bought enough licenses to keep the license manager happy (i.e. enough to cover all sessions), but they paid a discounted price based on an agreement about what the "real" number of users would be.
