Yea we ran into the db2 issue.  We are using SQL, so it is a little bit
of a hassle - but the flexability is very good, and it gives us some
capabilities that are just better than F spec IO.

First you only need DB2 connect if you are using SQL - native
(READ/CHAIN/etc) I/O does not require it.  Also if this is an issue you
can
always use ODBC from within VARPG.

Record level access is certainly very fast - can't speak for embedded
SQL
as I haven't tried it.

Since you are considering WebFacing you are obviously looking at browser
based apps as well as thick client - so you should also take a look at
IBM's CGIDEV2 library for CGI programming (www.easy400.ibm.it) and also
ProGen WebSmart looks pretty good for the price.  Then of course there's
Lansa for the Web etc. etc.

You should also take a look at Joe Pluta's approach to modernizing - see
the revitalisation pages (www.zappie.net) - Joe doesn't use VARPG on the
front end - but we've used this type of technique with VARPG, Java, CGI,
etc. on the front-end and it works well.
