Apache - CGI - Could not create child process: Error is 3474: File name is /QSYS.LIB/CGIBIN.LIB/CGICBM03.PGM -- MIDRANGE-L

Hi

I get the following message when trying to run a CGI program using the Apache 
http server (the program runs fine in the original
http server):

Could not create child process: Error is 3474: File name is 
/QSYS.LIB/CGIBIN.LIB/CGICBM03.PGM

I've got the following directives in my httpd.conf file:

ScriptAliasMatch /cgi-bin/(.*) /QSYS.LIB/CGIBIN.LIB/$1
<Directory /QSYS.LIB/CGIBIN.LIB/>
Order allow,deny
Allow from All
Options +ExecCGI
</Directory>

I'm new to Apache. Can someone point me in the right direction?
