this is one possible solution... But it requires a little programming... 

In your application, retrieve the ip address of the client access session. 

write a pc, app, that stays hidden, and cannot be ended, have it it loaded
on startup, that will listen on a port (small socket server).... and when
data comes in on that port, open a window, or run through the current
windows open and set the client access window to the forground...  or give
it the on top value :-)

and then to complete the process write a socket client on the as/400 to send
your message to the users ip address along with the message or command...

just a thought.... But it will only work if you can retrieve the users ip
address...
