We set a bunch of PTFs to apply perm at next IPL. In the past, I thought I
had to explicitly initiate an IPL to get them to apply, i.e. PWRDWNSYS
RESTART(*YES) rather than just an IPL via the POWER schedule. To my
surprise, the PTFs appear to have applied just fine during an IPL from the
power schedule. Was I remembering this wrong or did something change along
the way? This is a V4R3 system.
