Certainly the 400 is capable of this.  WE wrote a tool some years ago that
turned Text Management/38 documents into .rtf.  We use it all the time.  I
used it yesterday getting ready for COMMON.

Looking for a tool that can dynamically merge as400 data with
a Word doc, put the new file on the ifs so I can present on my
web page. Must be callable from clp or rpg. Orig doc has
many fonts, signatures, etc. Once presented to user as
.doc, their Word will bring up. User may modify, save, print, etc.
Am looking at DTM product, but checking for others.
any help appreciated.
