From my understanding, yes. V4R0 and after the OS goes with the machine, not the company. I have never heard anyone say that the add ons, RPG, Query Manager, Client Access, SQL, etc... were not part of the OS. Although I have not read the licensing agreements for the newer OSes, so am not 100% positive.
