From my understanding, yes.  V4R0 and after the OS goes with the
machine, not the company.  I have never heard anyone say that the
add ons, RPG, Query Manager, Client Access, SQL, etc... were not
part of the OS.

Although I have not read the licensing agreements for the newer
OSes, so am not 100% positive.

Hypothetical question:

If I was selling an AS/400 model 400 with V4R5 licensed to it
can I also sell the RPG compiler (5769-RG1) and Query (5769-QU1)?

Does IBM allow me to sell the Licensed Program Products?
