We resolved the problem here on my setup.  The AS/400 was setup to require 
the dialing-in IP address to be an exact IP number (198.168.1.100 in this 
case)

I have used both CA on ME with and without Express.  It still works 
WITHOUT Express.  One of my programmers cannot get Express to work on ME 
and IBM said to send them his PC and they would figure it out.  Instead, 
he just went back to the traditional CA and all is well.
