Hi Andras!  Often, it's because the line between the systems is not
operational.  WHen you get this message, do a WRKCFGSTS and see what the
line, controller and device statuses are.

Your program can detect these errors if you describe the file as User
Controlled (in RPG).  When you issue the OPEN statement, check the I/O error
indicator and the file information data structure.  You can then vary the
line off/on and re-try the OPEN if need be (or take other actions as you see
fit.)
