We had a problem with obtaining program variables using the DUMP operation
for ILE programs.  IBM said when DUMP did not return program variables it
could be for the following reasons:

There are basically three cases where the RPG DUMP op-code will not be able
to retrieve the variables. They are:
1. if *NONE is specified for the DBGVIEW keyword.
2. if the userid requesting the DUMP does not have CHANGE authority to the
program.
3. if the defined size of a program variable is greater than 5 million
bytes. 

        Option 2 appears to be true for ILE programs only. When we DUMP in
an OPM program which we only have *USE authority to, then all program
variables are given in the dump listing. With the equivalent ILE program
under *USE authority we do NOT get the program variables. Does anyone know
why IBM made this change?

        The problem is that we currently release all program objects with
*USE authority - does anyone know of any problems we could have releasing
all ILE programs with *CHANGE authority?  We don't think that PUBLIC *CHANGE
authority gives PUBLIC the ability to change the user profile or the adopted
authority.
