We have the same problem. We have 4 different "regions" PRODUCTION, QA (user 
acceptance testing), TEST (for programmer development), COPY/PROD (a copy of 
PRODUCTION, but the user can test certain procedures without being impacted by 
new/changed programs hence QA) and MONTH-END. Each region required a different 
data library, as well as a different library list. 
If you look at a User Profile, there is a combination of fields :-
Initial program to call .........INLPGM
        Library.....................................
I created a program that displayed to the user a window showing choices of 
regions.
C........ for COPY/PROD
M........ for MONTH-END
P ------- for PRODUCTION
Q ....... for QA
T ........ for TEST
and depending upon the reply, a different data area was Retrieved. This Data 
Area contains the parameters to build the library list for that region.
The users have no command line capability, therefore to go from one region to 
another, requires them to signoff, and then re - sign on. Which in itself is no 
big deal.
This method requires someone to be responsible to change the DATA AREA's 
involved, if the library list for that region needs to be changed, but after 3 
years of using this method, we have had little if no complaints.
