Is there a way to telnet from one AS/400 to another AS/400 and have get a
"named" session on the target system instead of the QPADEVXXXX name?

Try this I think it should work (at least on V4R4):

Create the device on the target system, this is done easiest by simply
copying the appropriate QPADEVxxxx device.

Then on the STRPASTHR command use the VRTDEV(xxxxxx) keyword where xxxxxx
is the device created.
