Well, this is one possibility.  Do a DSPUSRPRF and see when they last changed their password.  If it was years ago, prior to around V3R1, it needs to be changed before CA can encrypt it on the login screen.

Hi everyone,
I have a strange problem here with CA that hopefully someone can shed a
little light on. When a certain user tries to connect to our AS/400 (V4R3M0)
using Client Access (V3R2M0) the connection fails with the following:
"CWBLM0020 License manager software error" It is only this one profile that
has a problem, the user can sign onto the 400 (if there has been a
connection established using a different profile) but cannot initiate the
connection succesfully himself. The installation of CA is ok as I have been
able to replicate the same problem on other machines using the profile, I
beleive the problem has to lie with the profile, but where or how ?
