===> it is not clear what the meaning here is. "Observability" used to mean
that the MI-template was retained. In addition one could optionally retain
symbolic
debug data.

The template is "program creation data". So they seem to say that
if observability (which includes program creation data) is removed
program creation data is not removed. Maybe we are having a
rebranding of what observability means...
