I'm not shure to really help you, but in the past i made a COBOL program
which initialized packed fields. Such a program:
** was indipendent from the structure of the real file (and from its length
too, of course)
** it did DSPFFD *OUTFILE (using qtemp) to get the structure of the file in
order to correctly process it.
