If you're using Client Access, and they have remote capability, there are a
couple of options.  The addin that can be installed on the Data menu of
Excel will import a 400 file directly into a spreadsheet.  I think you can
probably set it up with a file transfer definition.  Client Access file
transfer also supports downloading to .xls .wk4, or .dif format.    

If you're e-mailing the files, you might consider building an assortment of
predigested files.  I've had some experience supporting non-technical remote
users, and feel your pain.  Even though the majority are nice well meaning
people, they can consume huge amounts of your time.  Someone braver than I
might try to force standard software on them.
