Hi Nick,

Here's one way to do that:

1. For testing purpose, make a copy of WRKSPLF to a library of your own choice.

2. Issue a CHGCMD against the copy of WRKSPLF and change the PGM attribute, add 
f.x. an X to the program name: QSPWRKFX, press enter.

3. Repeat step 2 and remove the X again.

4. Now run the DSPCMD against your copy and check the State attribute.

I think what happens is IBM trying to protect the system against someone 
adopting system state by replacing a system command CPP with their own program.
