If youwant a home-grown solution you could look into Group jobs.

Configure the QRY commands to work in a separate group job. When they run
(your version of) RUNQRY or WRKQRY, the command will run in a group job.
They wont know this because it looks the same.

However on WRKACTJOB you will see two sessions - the original and the QRY...
you can end the QRY one without affecting the original.

CHGGRPA original
TFRGRPJOB query inlgrppgm(qcmd)
and on another session.. WRKACTJOB & F14
