Fred,
Yes, you can use virtual IP for load balancing ( see
http://www.as400.ibm.com/tcpip/tcppres.htm
this will show you how it works and how to set it up.
And yes, the routers will need to know that multiple paths exist to the
virtual IP subnet via the individual physical interface IP addresses.
