I think he means that some folks configure their news servers to be
available only to their customers, whereas some have mis-configured
their servers to be accessible to folks outside their customer base. 
My ISP, before they sold out, had left their server open to the public.
Anyone with a news reader could set it up to access a list of news
groups by naming news.my.isp as their news server. No password was
required :( 
It would be a gray area of ethics if you had discovered this
mis-configuration and were abusing it. 

However, the services he pointed you to are in the business of providing
news server access so I don't see the ethical dilemma.
