I have not followed this thread to closely, but have jumped in the
middle.... I assume when you talk about the TRACERT that this is the same
data that used to be produced by the SMTP flight recorders.  I also find the
traces a bit hard to read.  Are you trying to figure out an SMTP problem?
You may already know this but here is a technique that sometimes helps me in
determining if I have a config problem on the AS400 or network when working
with SMTP.

1.  Telnet to the SMTP server from the AS400 by using TELNET to port 25,
from there you can enter commands directly to the AS400 SMTP server or other
SMTP server.
2.  Type HELP to see all the valid commands.
3.  A typical conversation would be
    a.  HELO xxxxxxxxxx.xxx (basically your machine name ie
VAN400.ediconsulting.com)
    b.  MAIL FROM: cgalgano@ediconsulting.com
    c.  RCTP TO: brad@bvstone.com
    d.  DATA
    e.  Type a few data lines, to end the message, type a . followed by a
<CR> on a line by itself
    f.  QUIT to end.

After each command the SMTP server should respond and also report errors
like it can not resolve the domain, etc.
