Don't allow your users to have command lines, or to be able to control spool
files.  IF they need to access their spool files, give them a home grown
attention menu that is very restricted.  This is the quickest solution,
others may know of better ones.

It does depend on exactly what you mean by securing a spool file from
"everyone", some users
will have to have the authority and the companies trust to be able to do
their job.
