Patrick, when you say the PORT command I presume you mean SENDPORT. This won't have any effect if the client is using PASV since PORT isn't sent if PASV is used anyway. Once in non-passive mode (toggle with SENDPA) you can use SENDPO to force the server to open the FTP data connection port of 20 rather than allowing the client to determine the port.
