I don't know if this can be done for sure but if you can rig the
installation so the session configuration files are in a directory where end
users have read only access, but support people have full authority, it may
be a possibility.  You'll get  howls of protest when people can't change
their screen colors though.

Just curious, but why do you want to to this?
