It's possible to do subfiles in COBOL, but I don't think as easy. During the life of the System/38 enhancements were easy to get into RPG III, because it was a platform specific language. Enhancements to COBOL were subject to review by a "COBOL Standards Committee", and consequently more difficult to get into the language. Op codes like READC really eased subfiles in RPG.
