We had the same problem here, on V4R1.  Our Y2K box kept failing
with this when we did our scratch/reloads.  IBM told us to load a PTF.
Look for  MA16810 and see if this is your problem.
I can not remember how we got to a place to load the PTF, but I am sure
IBM can help you if you give them the APAR.
