I suggest you use a dspf.  You can declare it in your CL and turn on
indicators &IN03 &IN12 when the user presses a function key.  If you use
the SNDUSRMSG the message will probably go to the first signon of the
user.  

Just create the DSPF

then in your CL 

         DCLF   DISPLAYF

         SNDRCVF  DISPLAYF01   /* format name */

all of the fields you define in the display file will then be available
to your CL.
The INK* indictators will not work so you have to define an indicator
per function key you want to use.
(Usually IN01..IN24)
