To start the Management Central Server under V4R3:

To start the Management Central server (QYPSSRV) on an AS/400 system, you
must have authority on that system to use the program that starts the
server (program QYPSSTRS in library QSYS).

1       Go to an AS/400 command line.  You may need to start a 5250
emulation session or a Graphical Access/400 session.  These applications
are available when you install Client Access.  You cannot start the
Management Central server from Operations Navigator.
2       Type CALL QYPSSTRS.

The answer is Yes..... and  NO. Pretty confusing, huh?
The Management central machine must be at V4R4, but other attached
machines can
be at V4R3.
