Since the original question said "over a set of libraries", I would add set
your library list to the set of libraries (up to 25), then

 DSPFD FILE(*libl/*ALL) TYPE(*RCDFMT) OUTPUT(*OUTFILE) FILEATR(*PF)
OUTFILE(somelib/somefile)
