Actually, I am quite sure they are on V4R4M0.  Those other libraries
are for compiling down to a target release.  If you are on V4R4M0
and want to compile down to V4R2M0 the compiler uses the
QSYSV4R2M0 library instead of QSYS for some things (I have
no idea what things though).

If they do not wish to compile down to previous releases they can
delete these prior libraries.

This is my understanding on it, and what I have learned. I used to
have some QSYS libraries other than my current release and when
I had asked about them that is what I was told they were for.

But then, I've been wrong before, and I'm sure I'll be wrong again.
