Hi Jim,

Sounds like an interesting problem. It sounds like that packed number in the
alpha field might be part of the problem.  On the user profile there is a
parameter CHRIDCTL which I've never used before, but from the sound of the
help text, might be the problem:

CHRIDCTL specifies the character identifier control for the job.
This attribute controls the type of CCSID conversion that occurs for
display files, printer files, and panel groups.  The *CHRIDCTL
special value must be specified on the CHRID command parameter on
the create, change, or override commands for display files, printer
files, and panel groups before this attribute will be used.

The possible values are:

*SYSVAL
    The value specified in the system value QCHRIDCTL is used.

*DEVD
    The *DEVD special value performs the same function as on the
    CHRID command parameter for display files, printer files, and
    panel groups.

*JOBCCSID
   The *JOBCCSID special value performs the same function as on the
   CHRID command parameter for display files, printer files, and
   panel groups.

Does your profile and the test profile have the same value for this?
