I haven't been following this thread so pardon me if this has been answered.

We do this all the time.  We have executives that travel with laptops that
also must be connected to the LAN.  Each PC has a 56k modem and a 10/100
Ethernet card.  When they are traveling, they dial an 800 number that is on
a Lucent 96 port RAS device.  This RAS is on our LAN. So they can get email,
Internet access, etc. as well as attach to the AS/400 via Client Access.
When they return to the office, then just plug their Ethernet card to the
LAN and they have the same functions.  You only have one configuration of
CA.  The domain is always the same as well as the network/dial in passwords.
We use a Radius server to propagate passwords to all servers; RAS, NT etc.

The trick is to dial the LAN not the AS/400.
