What you are seeing is some S/36 OCL running, I assume, in the S/36
environment of the AS/400.  The OCL explanation can be found in the
System/36 Environment Reference, Chp 3 - Procedure Control Expressions.

This expression substitutes the actual number of data records in a
database file; and has several cases where 00000000 may be substituted.
They are:

  The file does not exist.
  The file does not have any members.
  The file is allocated exclusively to another job.
  The file is a job (RETAIN-J) file.

LOAD and RUN can also be found in this manual (Chp 5 - OCL statements).
