I'd suggest adding some routing data to the jobd of the jobs requiring a comma
delimiter to identify them, eg. 'DECMFT(I)'. Add a routing entry to the batch
subsystem to detect them and route them to your own routing program. The routing
program would then issue a CHGJOB DECFMT(I) before calling QCMD. The same scheme
should also work for interactive users if you wanted to support them in multiple
countries.
